for the UN climate change conference in Qatar later this year.
The ministerial talks on a new global treaty to replace the Kyoto Protocol opened in Berlin on Monday with delegates from 35 countries including Japan, US and China in attendance.
German Chancellor Angela Merkel warned that even if industrialized nations reduce greenhouse gas emissions to zero, it would not effectively slow global warming. Merkel urged emerging economies, including China and India, to act on climate change.
A Chinese delegate said the country has to address global warming while tackling domestic challenges, such as the gap in income, and continuing economic development.
Japan's Senior Vice Environment Minister Katsuhiko Yokomitsu stressed the need to help developing nations achieve their reduction targets.
