Dear Friends,
In the guise of countering terrorism, governments in the
states are working against the concept of rights and justice by accruing
tremendous powers through highly questionable laws, or/and cracking
down on the poor, particularly minorities, without sufficient evidence
to convince the courts.
In recent weeks the Jammu and Kashmir government has
introduced a draft of a draconian Police Reform Bill on its Home
department website that has led to widespread concern in the state and
outside as it arms the government and the police with all encompassing
powers. It also provides for the setting up of village defence
committees and special police officers on the lines of the notorious
Salwa Judum experiment in the Naxal affected areas, pitting the poor
against each other at different levels. Jammu and Kashmir that is
reeling under the double impact of the Armed Forces Special Powers Act,
despite a growing consensus for its withdrawal, and the Public Safety
Act can certainly do without another bill that seeks to institutionalize
the continuing violation of rights.
The mass arrests of Muslim youth states such as Andhra
Pradesh, Maharashtra, Karnataka, in recent weeks has been met with
widespread anger and resentment. Particularly disconcerting has been the
arrest of a DRDO fellow and a young journalist in Bangalore, as well as
the arrest of six Muslim youth in Hyderabad who had been acquitted by
the courts earlier after their arrest and torture by the police in
connection with the Mecca Masjid blasts. The Hindutva right wing groups
had subsequently been found to be involved in the Mecca Masjid terror
attack. The arrests of these six youth, thus, is totally
incomprehensible.
In response to growing concerns and disaffection in society
the Centre for Policy Analysis is organizing a Public Meeting to bring
political leaders and civil society together to raise a voice against
injustice, and demand repeal of the draconian laws in Jammu and Kashmir,
and a stop to the targeting of Muslim youth in other parts of the
country.
We thus request you to please PARTICIPATE IN the public
meeting on Saturday March 16 at 4p.m. at the Speakers Hall, Constitution
Club, Rafi Marg, New Delhi. Your presence is necessary to take the
struggle forward.
