ANALYSIS OF CRIMINAL AND OTHER BACKGROUND DETAILS OF CANDIDATES CONTESTING IN THE TRIPURA ASSEMBLY

Analysis of Criminal and other background details of Candidates contesting in the Tripura Assembly Elections 2013
  • Tripura Election Watch (TEW) has analyzed affidavits of 249candidates out of 249 candidates who are contesting in Tripura 2013 Assembly Elections.
  • Out of these 249 candidates, 19 candidates (or 8 %) have declared criminal cases against them. In 2008 assembly elections, 3% of the contesting candidates(out of 301 candidates) had declared criminal cases against themselves.
  • Every major political party has given tickets to candidates who have declared criminal casesINC has13 out of 48 (27 %), BJP has 1 out of 50 (2 %) ,CPI(M) has1 out of 55 (2 %), IPFT has1 out of 17 (6 %), and AmraBangalee has1 out of 16 (6 %) candidates with declared criminal cases.
  • Candidates with Serious Criminal Cases:Out of the total19 candidates who havedeclared criminal cases,10 have declared serious criminal caseslike murder, attempt to murder, kidnapping, robbery, extortion, etc. INC has 7such candidates, IPFT has 1 and AmraBangalee has 1such candidate.
  • Candidates against whom charges have been framed:Out of these 19 candidates with selfdeclared criminal cases,charges have been framed against 12 candidatesin various cases. These are RatanlalNath (INC), Gopal Chandra Roy (INC), Sujit Paul (IND), BirajitSinha(INC), BiswabandhuSen (INC), RajendraReang (IPFT), Rupesh Kumar Deb (AmraBengalee), Avijit Deb (INC), Advocate BidyutGhosh (BJP), Sajal Das (IND), AmitabhaDatta (CPI(M)) and BaptuChakraborty (INC).
  •  Candidates with Heinous & Violent Crime Cases:The top three candidates from major parties who have declaredmaximum number ofseriouscriminal cases of murder, kidnapping and theft against them are :( 1)BirajitSinha(of INC from Kailashahar constituency) has declared one charge related to murder.(2)PremtoshNathof INC from Sabroom constituency has declared one charge related to murder.(3)RatanlalNath(of INCcontesting from Mohanpur constituency) has declared 1chargesrelated to attempt to murder.
  • 1 Candidate has declared that he has cases registered against him under the “Prevention of Corruption Act”,namely ChandiCharanTripura (INC) from Manu (ST) constituency.
  • Candidates’ Education:A total of 94 (38%) candidates (out of 249 analyzed) are graduates or havehigher degrees in the Tripura 2013 Assembl Elections.
  • Candidates’ Age:A total of 15 candidates, out of all the 249 that have been analyzed, are of more than 65 years of age.
  • Women Candidates: Out of 249 contesting candidates, 15 (6%) women are contesting the Tripura 2013 Assembly Elections.

Analysis of Financial and Income-Tax details of Candidates Contesting in Tripura Assembly Elections 2013

  • TripuraElection Watch (TEW) has analyzed affidavits of all the 249 candidateswho are contesting in the Tripura2013 Assembly Elections.
  • Crorepati Candidates: Out of these 249 contesting candidates, 16 (or 6%) are crorepatis. In 2008, there were 2% crorepati candidates (out of 301 candidates who contested in 2008).
  • Highest Asset Candidates: The top three candidates with highest declared assets are (in decreasing order):Biplab Kumar Gosh of INC from Matarbari constituency who has declared assets worth Rs. 9.29 crores, followed by DilipSarkar of INC from Badarghat (SC) constituency with Rs. 4.58 crores worth of assets and PranajitSingha Roy of INC from Radhakishorpur constituency with assets worth Rs. 4.03 crores.
  •  Low Asset Candidates:A total of 66 candidates out of 249analyzed have declared assets less than Rs. 1 Lakh.
  •  Lowest Asset Candidates: Babul BanikGopalbhaiSolanki of SUCI(C) from Suryamaninagar constituency has declared that he has zero assets followed by Pranesh Das of AmraaBangalee from Pabiachara (SC) with assets of only Rs 100 and ShibaniBhaumik of SUCI(C) from Town Bardowali with assets worth Rs 500.
  • Liabilities: A total of 17 candidates out of 249analyzed have declared liabilities of Rs. 10 lakhs or above.
  • Highest Liability Candidates: The top three candidates with highest declared liabilities are(in decreasing order):Satyaban Das, an INC candidate from Pabiachara (SC) constituency has declared the highest liabilities worth Rs. 51.17 lakhs followed by HimaniDebbarma of INC from Charilam constituency with liabilities of Rs. 37.24 lakhs and JitendraChaudhuri  a CPI(M) candidate from Manu (ST) constituency with liabilities of Rs. 28.24 lakhs.
  •  Party-wise Average Assets: Among major parties, the average asset per candidate for INC is Rs 98.07 lakhs, for BJP is 10.06 lakhs, for CPI(M) is  28.98 lakhs, and for IPFT is Rs 4.21 lakhs.
  •  Undeclared PAN: 127 out of all 249 (51%) candidates contesting the Tripura 2013 Assembly Elections have not declared their PAN details
  •  Undeclared PAN Party-wise: 13 out of 48 candidates of INC have not declared their PAN. Similarly, for CPI(M)29 out of 55, for BJP 31 out of 50 of and for INPT 3 out of 12 have not declared PAN details.
  • Highest Income Candidates: Biplab Kumar Ghosh of INC from Matarbari constituency has declared the highest income worth Rs 40.77 lacs in his last income tax return. He is followed by Satyaban Das of INC from Pabiachara constituency with declared income of Rs 38.24 Lacs and PranajitSingha Roy of INC from Radhakishorpur constituency with total income worth Rs  30.38Lacs.
  • Income-Tax Not filed Candidates: A total of 218 candidates (88%) out of the 249 candidates analyzed by the Tripura Election Watch have declared that they have never filed income tax returns.
  • Income-Tax Not filed Party-wise: Out of these 218 candidates who have never filed income tax returns, CPI(M) has the maximum number of candidates 51 (93 % of the 55 candidates analyzed) followed by BJP with 46 (92% of the 50 candidates analyzed) candidates.
  • High Assets but no Income-Tax: Top 3 candidates with maximum assets but who have never filed IT returns are DilipSarkar of INC contesting from Badharghat (SC) constituency with total assets of Rs. 4.58crores. He is followed by Bilal Mia of INC from Boxanagar with assets of Rs. 3.06crores and SujitPaulan independent from Town Bardowaliwith Rs. 1.82 crores respectively.
Asset Comparison of Re-contesting Candidates and MLAs Contesting intheTripura Assembly Elections 2013

  • Candidates Contesting Again: 104 re-contesting (candidates who fought elections in 2008 and now in 2013 are again in the fray) candidates have been analyzed for the Tripura Assembly Elections 2013
  •  Average Assets in 2008 Elections: The average assets of these 104 re-contesting candidates fielded by various parties in 2008 was Rs22,90,289(22.90 Lakhs)
  •  Average Assets in 2013 Elections: The average assets of these 104 re-contesting candidates now in 2013 is Rs41,56,073(41.56 Lakhs)
  • Average Asset growth in 5 years(2008-2013):The average asset growth forthese 104  re-contesting candidates,between the Tripura Assembly Elections of 2008 and 2013, is Rs18,65,784 (18.65 Lakhs)
  •  Percentage growth in 5 years (2008-2013):Average percentage growth in assets for these104 re-contesting candidates is 85%
  • Highest growth In Assetsin 5 years (2008-2013):Billal Mia of INC from Boxanagar constituency has declared maximum increase in assets with an increase of Rs2.67 crorei.e from Rs 38.53 Lakhsin 2008 to Rs. 3.06 crores in 2013. Assets of DilipSarkar (of INC from Badharghat) have increased by Rs 2.03 crore, from Rs 2.54crore in 2008 to Rs 4.58 crore in 2013. Assets of PranajitSingha Roy(of INC from Radhakishorepur) have risen by Rs 1.51 crore, from Rs 2.51 crore in 2008 to Rs 4.03 crore in 2013.
  • Highest Percentage growth in 5 years (2008-2013):The highest percentage increase (8988%) in assets has been declared by Subodh DasofCPI(M)fromPanisagarconstituency. SubodhDas’s assets increased from Rs. 3 Thousands in 2008 to Rs3.14Lakhs in 2013. Prakash Chandra Das of INC from Bamutia (SC) constituency has declared an increase in assets of 7107%, his assets have risen from Rs. 84Thousands in 2008 to Rs61.18 Lakhs in 2013. KeshabDebbarma of CPI(M)from Golaghati (SC) constituency falls at third position with 5945% increase in assets; his assets have grown from Rs61Thousands in 2008 to Rs37.35Lakhs in 2013.
  • Asset decrease in 5 years (2008-2013)22 candidates have reported decrease in assets in 2013 as compared to value of assets in 2008. Among them the highest decrease has been shown by ShibaniBaumik (almost 100% decline in assets, Rs5.35 Lakhs in 2008 to Rs5 hundred in 2013) an independent fromTown Bardowali constituency,SamirBiswas (99% reduction in assets, from Rs12.30lakh in 2008 election to Rs10thousand in 2013) of BJP from Bamutia, and SubalSarkar (99% decline in assets, Rs4.18 Lakhs in 2008 to Rs3 thousand in 2012) of AmraBangalee from Badharghat constituency.
