India, China sign agreements on water resources & culture

India and China today signed agreements in the field of water resources and culture. The two countries inked the pacts in presence of Vice-president Mohd. Hamid Ansari and his Chinese counterpart Li Yuanchao in New Delhi. Vice-President Li will call on President Pranab Mukherjee and Prime Minister Narendra Modi this evening.
The visit of the Chinese Vice-President is part of the intensification of high-level exchanges between India and China. Li Yuanchao landed in New Delhi last night. This is the first ever visit by a Chinese Vice-President to India.
Li Yuanchao arrived in India on Tuesday and visited the Ajanta Caves. Thereafter he traveled to Kolkata and paid a visit to Jorasanko Thakurbari which is the ancestral home of Gurudev Rabindranath Tagore.
He also met Chief Minister Mamata Banerjee and Governor of West Bengal Keshari Nath Tripathi. The visits highlighted deep cultural linkages, ancient as well as contemporary, between the two countries.

Dr. Sangam Kurade, President, FISME” The news that India moved 12 notches upward to 130 position in World Bank’s ‘Ease of Doing Business’ index, should warm heart of everyone who is interested in improving business environment. Though much of the improvement came because of data correction done by World Bank because of which India moved automatically from 142 to 134 position. The initiatives taken during last year improved it further and pushed it from 134 to 130 position. Improvements came about due to amendments in Company Act, Udyog Adhaar and getting power connections easier. That this survey is based on business environment in Delhi and Mumbai alone may not count much for MSMEs who are scattered all over India. Road blocks to growth still exists wherein it takes almost 50 days to register property and 200 days to get construction permit. It is reported in media that a committee has been set up to suggest tax reforms. However, the news that draft Bankruptcy law would be released in 10 days does not warm the heart of MSMEs. Almost 97% of MSMEs being partnerships and proprietorships and even when in Company format due to the personal guarantees, the proposed Bankruptcy law excludes them. Till a comprehensive Insolvency legislation is developed in India for Insolvency of natural persons- entrepreneurs, farmers, consumers etc, the solution suggested by FISME to amend MSMED Act could be reconsidered. PMs target to reach top 50 in 2016 by leap frogging Russia ( 51), South Africa (73), China (84) and Brazil (116), through GST and other changes in business environment reality for MSMEs on the ground is still farfetched. ”

FISME & NCCS (Sri Lanka) sign MoU to facilitate trade between member MSMEs

The Federation of Indian Micro and Small & Medium Enterprises (FISME) signed a mutual cooperation agreement with the National Chamber of Commerce of Sri Lanka (NCCS) on 20th October to facilitate trade between member MSMEs. The MoU was signed by President FISME (India), Sangam Kurade, and President, NCCS (Sri Lanka), Thilak Godamanna. With return of normalcy in Sri Lanka, business is on boom. Sri Lankan entrepreneurs are interested in importing capital goods plants and machines from India. Many Sri Lankan MSMEs also look at India as a big market but find it difficult to access. The cooperation between FISME and NCCS would address these problems.

It is not impossible for India to be among the top 100 countries in ease of doing business next year if it continues with its set of planned economic reforms, including the crucial GST and cut down on the bureaucratic cost, a top World Bank economist has said. “If the changes that we saw thus far can be kept up and strengthened a little, it is not impossible for India to be in top 100 (ranking of the ease of doing business report) by next year,” the World Bank Chief Economist and Senior Vice President, Kaushik Basu told PTI.

Government may set up special regulator to look into bankruptcy cases, new code tilts in favour of creditors

The government is considering setting up a special regulator to look into bankruptcy cases and may make it mandatory to take a call on whether to liquidate a company or not within 180 days, a person close to the development said. The government is working on a new bankruptcy code based on recommendations given by the TK Vishwanathan committee, which submitted its final report to the government about ten days ago, that would tilt the balance in favour of creditors, the person said.

Udyog Aadhaar to help save cost in long run: MSME Ministry

Prior to 18-09-15, when the Entrepreneurs’ Memorandum-II was filled with the GM (DIC), heterogeneous systems were in vogue, the Ministry of micro, small and medium enterprises (MSME) today said in a Facebook post. This initiative of maintaining the data on MSMEs with Ministry of MSME is likely to save cost in the long run since States/UTs would no longer be requiring to maintain the same, said the Ministry. Some States had their own online systems for registering MSMEs, some were using the national portal created by Ministry of MSME and some (around 10 states) were continuing with the manual (paper form) system of filing EM-II, the Ministry added.

Government sets-up a committee to simplify provisions of Income Tax Act, 1961

The Government of India has constituted a Committee with a view to simplify the provisions of the Income Tax Act, 1961. The members of the committee include – Justice R.V. Easwar, (Retd.), former Judge, Delhi High Court and former President, ITAT as Chairman; V.K. Bhasin, former Law Secretary as Member; Vinod Jain, Chartered Accountant as Member among others. The Committee will study and identify – the provisions/phrases in the Act which are leading to litigation due to different interpretations; the provisions which are impacting the ease of doing business; the areas and provisions of the Act for simplification in the light of the existing jurisprudence; and will suggest alternatives and modifications to the existing provisions and areas so identified to bring about predictability and certainty in tax laws without substantial impact on the tax base and revenue collection.

500 export items to have IIP-specified packaging

Amidst steadily falling exports, Indian Institute of Packaging (IIP) has said a lot of the slide can be contained with better packaging and to help improve packaging it has decided to massively increase specifications for export items to 500 over next five years. “We aim to draw specifications for 500 export products within the next five years and have already completed the job for 28 products,” IIP director and principal executive officer NC Saha said here today. The IIP is a body under the commerce ministry.

Sick units with viable business model may get govt support: Anup Pujari

Government is ready to provide financial support to revive sick industrial units if it comes across a viable proposal, MSME Secretary Anup K Pujari said today. “If there is a specific idea in your mind and need some financial support to revive sick units, you may come up with a proposal,” said Pujari at an Assocham conference here. “Among the companies which have turned sick, if their business proposition is good but it has not been executed correctly, they may very well revive,” he added.

In recognition of the quality of engineering granite products it manufactures, Technospark Industries India Private Limited in Bengaluru has been awarded first prize by the Office of Development Commissioner (MSME), Ministry of Micro Small and Medium Enterprises, Government of India. The Managing Director of Technospark Industries India Private Limited is Mohan Suresh who is also a past president of the Federation of Indian Micro Small and Medium Enterprises (FISME). Several other outstanding performers in the MSME sector will be similarly honoured with a trophy and a certificate at an award ceremony, scheduled for a later date.

Importers and exporters have to use digital signatures to file documents from Jan 1: CBEC

The government has made it mandatory for the importers and exporters to use digital signatures to file documents from January 1, 2016. The Centrals Boards of Excise and Customs (CBEC) said, “With effect from 1.01.2016, all importers and exporters using the services of Customs Brokers for formalities under Customs Act, 1962, will be required to mandatorily file custom documents under the digital signature certificates,” it said in a circular to field officials. Further, wherever the customs process documents are digitally signed, the customs will not insist on the user to physically sign the said documents.”

Local workshops replacing costly copper wires from utilities transformers with substandard material

Utilities’ transformers are failing too frequently these days due to their dubious quality, opening an opportunity for non-empanelled workshops to get into the business of transformer repair. The lure for such workshops is costly copper wire inside transformers which they can steal during repair. By dangling the bait of discounted charges, workshops are able to get locals to hand over burnt transformers for repair to them. This malpractice came to the fore recently when during a raid by utility officials; three workshops in the Shamli district of West UP were found in possession of at least a dozen burnt transformers which were brought to them by locals for repair.

Odisha govt to provide corporate governance training to MSMEs

In a step towards making micro small, medium and enterprises (MSMEs) of the state more competitive in the global market, Odisha Government has decided to take up corporate governance training for MSME entrepreneurs in the context of new Companies Act-2013. The programme will be implemented under the joint aegis of MSME Department and Institute of Company Secretaries of India (ICSI). This has been discussed in a high level meeting held under the chairmanship of Chief Secretary Gokul Chandra Pati on Monday. Vice President, ICSI, Mamata Binani along with Chairperson Eastern India Regional Council of ICSI Sunita Mohanty were also present.

Punjab to come up with new industrial policy to encourage local industry

Punjab deputy chief minister Sukhbir Singh Badal on Monday announced that the state government would come up with a new policy under “Make in Punjab” to encourage the local industry by providing incentives for its growth. Addressing a series of meetings with owners of small as well as large-scale enterprises, Badal said government was committed to reviving the existing units along with attracting new industry. “My aim is to provide entrepreneurs with congenial atmosphere, liberal policies, and online facilities for overall progress and job opportunities in Punjab,” he added.

Strengthening ties: India to offer concessional credit of $10 billion to Africa, says PM Modi

Seeking to boost ties with Africa, Prime Minister Narendra Modi on Thursday said that India will offer concessional credit of $10 billion over the next five years. “This will be in addition to our ongoing credit programme,” he said. “We will also offer a grant assistance of $600 million. This will include an India-Africa Development Fund of $100 million and an India-Africa Health Fund of $10 million,” Modi said. “We wish to deepen our cooperation in maritime security and hydrography, and countering terrorism and extremism; and, why we must have a UN Comprehensive Convention on International Terrorism,” Modi said. “We will also provide support for Africa Union’s peacekeeping efforts. And, we will train African peacekeepers here and in Africa. We must also have a stronger voice in decisions on UN Peacekeeping Missions,” he added.

Ahead of the Paris climate talks, India has said that it hopes for an equitable and just climate agreement in Paris, but the developed world will have to come out with more reasonable proposals. Interacting with netizens through ‘MyGov’ talk on Climate Change here on Monday, Union Minister of Environment, Forest and Climate Change, Prakash Javadekar, said that India does not want Paris to fail. He referred to French President, Francois Hollande’s statement that unless the developed world commits more finance and technological support, Paris can be a failure, an official release said.

Now CGTMSE should focus on start-ups in Manufacturing

Credit Guarantee Trust for Micro and Small Enterprises (CGTMSE) is implementing the flagship programme of Ministry of MSME to provide guarantee to the Banks for collateral free loan to micro and small enterprises up to the credit limit of Rs 1 crore. Till September, 2015, under the scheme, credit to the tune of Rs 10, 16, 683 crore have been guaranteed to nearly 17.22 lakh entrepreneurs, a commendable achievement indeed. Only in the first half of fiscal 2015 -16, nearly 2 lakh entrepreneurs were facilitated collateral free credit, under the scheme.

SMEs worried over safeguard duty on import of steel coils

The Federation of Industries of India (FII), which represents 500 small and medium steel coil user units, has sought exemption from 20 per cent safeguard duty on import of thin gauge hot rolled coils. “The industry is severely hit by the 20 per cent safeguard duty imposed by the Union government on the import of HR coils of any thickness from September 14. Though this is a provisional duty and only for 200 days, it has affected the viability of the small and medium steel industry players, who import thin gauge (below 2 mm thickness) coils,” said HL Bhardwaj, Secretary General of FII.

Atul Satija had a clear vision in his mind. He wanted to leave his comfy job at Google and embark on a journey to do some social good. GAIL emerges highest ranking PSU in Carbon Disclosure Leadership Index
Secures 98 out of maximum 100, an increase of 12 points in one year
New Delhi, November 6, 2015: GAIL (India) Limited has emerged the highest ranking company among the country’s Public Sector Undertakings, and third overall, in the ‘Carbon Disclosure Leadership Index (CDLI)’ released by Carbon Disclosure Project (CDP)-India.
GAIL, India’s premier natural gas company, got a score of 98 out of maximum 100 in CDLI which was released at the Bombay Stock Exchange. GAIL showed a remarkable increase of 12 points from last year’s score which was a result of dedicated efforts of the company to be a responsible corporate especially in the area of climate change.
CDP India’s Climate Change 2015 report analyses the key trends coming out of the analysis of the responding Indian companies. The CDLI disclosure score assesses the completeness and quality of a company’s response. A high disclosure score signals that a company provided comprehensive information about the measurement and management of its carbon footprint, its climate change strategy and risk management processes and outcomes.
The CDP India Climate Change 2015 Report will be shared in the India Pavilion of Conference of Parties (COP) 21 to be held in Paris later this month.  It will be attended by Heads of States and Governments across the globe including Hon’ble Prime Minister Shri Narendra Modi. CDP is the only global natural capital disclosure system which is the most comprehensive collection of Corporate Climate Change Information. CDP India has been acknowledged in India’s commitment towards mitigation and adaptation of climate change specified in the INDC (Intended National Determined Conference).
Shri Prakash Javadekar, Hon’ble Minister of State (Independent Charge) Environment, Forest & Climate Change complemented the report saying, “Indian companies have indeed understood the mantra of sustainability growth – that going green makes sound business sense”.
The release of the report was followed by an interactive panel discussion attended by Sustainability Heads of top ranking CDLI Companies. Speaking on the occasion, Shri Santanu Roy, General Manager (Corporate Planning), GAIL said the company is tackling climate change through converting regulation risks into opportunities. He outlined how natural gas can play a significant role in India’s quest for Energy security. He also mentioned that going forward, GAIL would like to play a leading role in collaborating with other Indian oil and gas players for making positive impact of the sector specific sustainability and climate change.

केंद्र सरकार ने भले ही भूमि अधिग्रहण अध्यादेश वापस ले लिया हो लेकिन हम सभी इस बात से भली भांति परिचित हैं कि उत्तर प्रदेश के विभिन्न जिलों में जबरन भूमि अधिग्रहण का काम लंबे समय से चल रहा है। सोनभद्र जिले में बन रहे कनहर बांध के लिए हुआ भूमि अधिग्रहण हो या इलाहाबाद जिले में जे.पी.पावर प्लांट के लिए हो रहा भूमि अधिग्रहण। यहीं नहीं इसके अलावा नौगढ़ समेत कई ऐसे क्षेत्र हैं जहां आदिवासियों को उनके वनाधिकारों से महर्रूम किया जा रहा है। उत्तर प्रदेश के अधिकत्तर जिलों में दलित, आदिवासी, किसान और मजदूर अपनी आजीविका बचने के लिए संघर्षरत है। जहां एक तरफ प्रशासन किसी भी कीमत पर किसानों से उनकी जमीनें छीनकर पूंजीपतियों को सौंपने पर आमादा हैं वहीं दूसरी तरफ किसान निश्चय करके बैठे हैं कि चाहे जान चली जाए लेकिन वह जमीनें नहीं देंगे। भूमि अधिग्रहण कानून में यह स्पष्ट तौर पर उल्लिखित है कि बहु फसलीय जमीनों का अधिग्रहण सरकार नहीं कर सकती है किंतु सारे नियम कानूनों को ताक पर रखकर उत्तर प्रदेश सरकार किसी भी कीमत पर किसानों की जमीनें हथियाने के फिराक में है।
इसी का उदाहरण 9 सितंबर को इलाहाबाद जिले के करछना तहसील में स्थित कचरी गांव में देखने को मिला। 9 सितंबर की सुबह 15-20 गाड़ियों मे सवार पुलिस, पीएसी, सीआरपीएफ एवं एसटीएफ फोर्स धरना स्थल पर पहुंची और किसानों को गिरफ्तार कर जबरन धरना स्थल पर कब्जा जमा लिया। यह ताडंव यहीं नहीं बंद हुआ। इसके बाद फोर्स धरना स्थल से कुछ दूरी पर स्थित कचरी गांव में पहुंची और वहां पर गांव वालों के साथ मार-पीट और दुर्व्यवहार किया । नाबालिग से लेकर 75 वर्ष के बुजर्गों तक को नहीं छोड़ा गया। पिटाई के बाद लोगों को गाड़ियों में भूसे कि तरह भर कर जेल में डाल दिया गया। 42 गिरफ्तार किसानों में 13 से लेकर 17 साल तक के स्कूलों में पढ़ने वाले बच्चे भी शामिल हैं। गिरफ्तारी के बाद भी पुलिस का तांडव जारी रहा कई घरों के दरवाजे खिड़कियां तोड़ कर घरों की तलाशी ली गयी। महिलाओं और यहां तक की बच्चों के साथ भी ज्यादतियां की गईं। ग्रामीणों के बीच दहशत कायम करने के लिए फोर्स द्वारा गोलियां भी चलाई गई।
आंदोलन के अगुआकार और किसान कल्याण संघर्ष समिति’ करछना के अध्यक्ष राजबहादुर पटेल की गिरफ्तारी हेतू जिला प्रशासन ने 12000 रूपये का इनाम भी घोषित किया है। किसानों पर दबाव बनाकर
आंदोलन खत्म कराने के लिए ग्रामीणों के उपर तीन फ़र्जी मुकदमे दायर किए गए-
  • अपराध संख्या 369/15 धारा, 143,436 आईपीसी, 7 क्रिमिनल अमेन्डमेंड एक्ट
  • अपराध संख्या 370/15 धारा 147,148 आईपीसी, 7 क्रिमिनल अमेन्डमेन्ट एक्ट
  • अपराध संख्या 371/15 धारा 147,148,149,307,286,353,332,336, आईपीसी, 7 क्रिमिनल अमेन्डमेंड एक्ट
इन मुकदमों में 42 ग्रामीणों को गिरफ्तार करते हुए जेल भेज दिया। यह ग्रामीण आज तक जेल में हैं।
सिर्फ करछना ही नहीं उत्तर प्रदेश के सोनभद्र जिले के कनहर बांध के लिए हो रहे भूमि अधिग्रहण के विरोध में चले आंदोलन के चार साथी अभी भी जेल में हैं।
वहीं बारा में घटी एक घटना में एक मजदूर ने, जिसने अपनी जमीन इसलिए जेपी कंपनी को दी थी कि उसके बदले उसे नौकरी मिलेगी, काम से निकाले जाने की वजह से आत्महत्या कर ली। इस तरह की तमाम घटनाएं उत्तर प्रदेश की भूमि अधिग्रहण नीति की साजिश का पर्दाफाश करती हैं।
आज जरूरत बनती है कि हम सरकार की इन साजिशों के विरुद्ध खड़े होकर संघर्ष कर रहें इन किसानों के अधिकारों की रक्षा में सहयोग करें। इसी के प्रयास स्वरूप 16 नवंबर को राज्य की राजधानी लखनऊ में सभी किसान संगठनों, ट्रेड यूनियनों तथा संघर्षशील जनता की तरफ से एक विशाल जनप्रदर्शन आयोजित किया जा रहा है।
हमारी मांगे –
  1. राज्य में जबरन किसी भी तरह का भूमि अधिग्रहण नहीं किया जाए।
  2. करछना में प्रस्तावित जेपी के पॉवर प्लांट को रद्द करने के लिए इलाहबाद उच्च न्यायालय 13 अप्रैल 2012 के आदेश के तहत जनता के प्रतिरोध को 9 सितम्बर 2015 को पुलिस द्वारा गोली एवं लाठी चार्ज कर किसानों, महिलाओं एवं बच्चों पर जो दमन किया गया उसकी उच्च स्तरीय न्यायिक जांच अथवा सी.बी.आई. जांच कराई जाए। 13 अप्रैल 2012 के इलाहबाद उच्च न्यायालय के फैसले के तहत जबरन भूमि अधिग्रहण पर तत्काल रोक लगायी जाये।
  3. आंदोलनकारियों पर दायर फर्जी केसों को फौरन वापिस लिया जाए, आंदोलन के नेता राज बहादुर पटेल पर घोषित इनाम वापस लिया जाये। 9 सितम्बर 2015 से जेल में बंद 42 लोगों को बिना शर्त रिहा किया जाए।
  4. सन् 2006 में संसद में पारित केन्द्रीय विशिष्ट कानून वनाधिकार कानून-2006  के क्रियान्वयन की स्थिति प्रदेश में अभी तक दयनीय बनी हुई है, जिसके कारण वनक्षेत्रों में समुदायों व वनविभाग के बीच का टकराव लगातार बढ़ रहा है लोग अभी तक अपने हक़ से वंचित हैं। इस कानून को प्रभावी ढंग से लागू किया जाए।
  5. उत्तर प्रदेश जमींदारी उन्मूलन और भूमि व्यवस्था संशोधन विधेयक, 2015 को तत्काल रद्द किया जाए।
  6. इस देश के नागरिकों को यह संवैधानिक अधिकार प्राप्त है, कि वे संविधान में प्राप्त अपने मौलिक अधिकारों के अनुच्छेद 19 के तहत अपनी बात रख सके, संगठन का निर्माण कर सकें व संगठित हो कर अन्याय के विरूद्ध लड़ सकें। जनवादी तरीके से चल रहे जनआंदोलनों पर दमन की कार्रवाईयों पर पूरी तरह से रोक लगे व ऐसा करने वाले अधिकारियों को कड़े रूप से दंडित किया जाये। जिला इलाहबाद में प्रशासन द्वारा लगायी गयी अघोषित आपातकालीन स्थिति को समाप्त किया जाये व शांति बहाल की जाये।
हम सभी न्यायपसंद लोगों तथा संगठनों से अपील करते हैं कि वह 16 नवंबर के प्रदर्शन में भागीदारी कर इस आयोजन को सफल बनाने में अपना योगदान दें।

4TH DELHI INTERNATIONAL FILM FESTIVAL OPENING CEREMONY TO HELD IN CENTRAL PARK,C.P !
The 4th International Film Festival will be hitting the national capital from 5thDecember to 10thDecember, 2015 to celebrate the 100 glorious years of Delhi and Hindi cinema which started in 2012.  Organized by Social Circle the chief guest for the Fourth Edition of the film festival will be Honorable Deputy Chief Minister Shri Manish Sisodia.
Where the opening ceremony of the Delhi International Film Festival 2015 will be held at Central Park in Connaught Place, with Sri Lankan beauty Jacqueline Fernandez’;s film ‘Definition of Fear’, the closing ceremony will pay tribute to ‘The Show Man’ legendary actor Raj Kapoor with Russian Documentary ‘Comrade Raj Kapoor’.
The first film produced by YouTube, ‘Zero’ a short science fiction directed by David Victory will also be featured at the film festival.
Ketan Mehta, director of the much acclaimed film of the year ‘Manjhi’ will be awarded with the prestigious Minar-E-Dilliaward.
Stalwarts like Tigmanshu Dhulia, Ketan Mehta, Rehana Sultaan, Mehul Kumar, Raghubir Yadav, Piyush Mishra, Omi Vaidya, Arvind Gupta, Rituporna Sengupta and many other Actors and Film Makers from around the world will take part in the festival. The event which will last for a week will showcase more than 150 films from 90 countries, 200 artworks, fashion show, sufi night, kavi sammelan, including works from across India. More than 210 Films from 68 Countries will be showcased in 6 days. 50 NRI and Indian poets will be the part of the festival.
After the inaugural event at Central Park, the Festival will continue from 6th December to 10th December at the N.D.M.C Convention Centre.
