Leaders from Asia and Europe have begun a 2-day summit in Mongolia with silent prayers for the victims of the terrorist attack in the French city of Nice.
Anti-terrorism measures and the global economy are expected to be high on the agenda at the Asia-Europe Meeting, or ASEM, which opened in Ulan Bator on Friday.
Japan’s Prime Minister Shinzo Abe is among the leaders taking part from 53 member nations and organizations. Mongolian Prime Minister Jargaltulga Erdenebat who was sworn in after his party won a landslide over the ruling camp in the recent parliamentary elections met leaders.
European Council President Donald Tusk called on the participants to unite in the fight against violence and hatred. Other leaders joined him in denouncing terrorism.
Two weeks before the attack in Nice, an armed group killed more than 20 people, including 7 Japanese, in Bangladesh.
Another focus is how the participants will deal with China’s disputes with several parties in the South China Sea.
An international tribunal in The Hague ruled this week that China’s claims to the waters have no legal basis.
China has refused to accept the decision, calling it unjust.
Premier Li Keqiang and Foreign Minister Wang Yi are meeting other leaders on the sidelines of the summit to lobby for Beijing’s position.
China is also insisting that the summit should not discuss the South China Sea issue.

Japan Emperor Considers Abdication

NHK has learned that Japanese Emperor Akihito has expressed his intention to abdicate and hand over his position to Crown Prince Naruhito within several years.
Informed sources say the 82-year-old Emperor conveyed the intention to Imperial Household Agency officials. He is still conducting a number of duties, including his constitutional functions.
Sources within the Imperial Household Agency say that officials are arranging an occasion for the Emperor to address the public.
They say the Emperor told Agency officials that someone who can fully carry out the required duties of the national symbol as stipulated in the Constitution, should be in that position.
The informed sources say the Emperor does not want to remain in his position by significantly reducing his duties or asking other people to stand in for him.
They say the Emperor’s wishes were accepted by Empress Michiko, his eldest son Crown Prince Naruhito and younger son Prince Akishino.
The sources say the Emperor would like to see the abdication take place within the next several years. They say arrangements are underway for the Emperor to announce his wishes to the public.
One of the sources says that in the event of his announcement, as a national symbol the Emperor may avoid direct expressions. But the source says the announcement will be one that conveys his feelings well.
Three years ago, the Queen of the Netherlands and the Pope announced their intention to abdicate while they are alive.
In Japan, nearly half of the 124 Emperors before the current Emperor’s father, Emperor Showa, abdicated in such a manner.
But after the Meiji era, which was 3 periods before the current Heisei era, the system of abdication ended. An abdication has not taken place for about 200 years.
The Imperial Household Law has no provisions regarding abdication. The will of Emperor Akihito is likely to lead to a national debate including a possible revision to the law.By NHK media

Li Keqiang & Abe talk on South China Sea issue

Chinese Premier Li Keqiang on Friday told Japanese Prime Minister Shinzo Abe that Tokyo should stop hyping up and interfering in the South China Sea issue.
Li made the remarks in a meeting with Abe on the sidelines of the ongoing 11th Asia-Europe Meeting (ASEM) Summit in Ulan Bator, and urged both sides to find ways to properly manage their differences.
Li said that China’s stance on the South China Sea issue is completely in line with international law and the Declaration on the Conduct of Parties in the South China Sea (DOC).
Japan is not a state directly involved in the South China Sea issue, and thus should “exercise caution in its own words and deeds, and stop hyping up and interfering” in the issue, he said.
The Chinese premier called on both sides to step up exchanges on the East China Sea issue via dialogue and consultation based on the four-point principled agreement they reached in November 2014, so as to stave off misinterpretation and miscalculation. Xenhua
Japan’s Prime Minister Shinzo Abe has expressed concern about disputes in the South China Sea, at talks with Chinese Premier Li Keqiang.
The two met for about 30 minutes on Friday on the sidelines of the Asia-Europe Meeting in Ulan Bator, Mongolia.
Abe referred to a ruling by an international tribunal in The Hague on Tuesday that Beijing’s historical claims to most of the South China Sea have no legal basis. China rejected the ruling, made in a case filed by the Philippines.
Abe told Li that Japan has always pointed out the importance of resolving disputes peacefully, based on the rule of law.
Abe said difficult issues remain between Japan and China, but that he hopes to positively tackle common challenges.
He also referred to Britain’s decision to leave the European Union, and said he wants to cooperate with China to keep the global economy from slipping into a crisis.
The prime minister said he appreciates Premier Li’s efforts to steer the Chinese economy through structural reforms. He added that Japan hopes to strengthen cooperation with Beijing in the runup to a Group of 20 summit that China is to chair in September.
Abe said he hopes the two countries can come up with specific ways to cooperate in such fields as macroeconomics, fiscal and financial affairs, energy conservation and the environment.
Li agreed that China and Japan should cooperate to prevent another global financial crisis, amid changes in market conditions triggered by the Brexit vote.
He also expressed hope that the two countries can work together to realize mutually beneficial strategic relations.
Abe condemned the terrorist siege of a restaurant in Bangladesh that left many people dead, including seven Japanese, as well as Thursday’s truck attack in the French city of Nice.
He said Japan intends to deepen cooperation with China and the rest of the international community to eradicate terrorism so that it does not spread in Asia.

India and Japan: The defense ministers of Japan and India have agreed to seek a peaceful solution to maritime disputes in the South China Sea, based on a ruling earlier this week by an international arbitration tribunal.
Japanese defense minister Gen Nakatani met his Indian counterpart Manohar Parrikar in the Indian capital, New Delhi, on Thursday. That’s the first visit by a Japanese defense minister in 2-and-half years.
Nakatani referred to the ruling by the international arbitration tribunal dismissing China’s claims to most of the South China Sea.
Nakatani said that the verdict is final and the countries concerned should comply with their obligations under the ruling.
He said that Japan wants to cooperate with India in efforts to bring a peaceful solution to the disputes in the South China Sea.
Parrikar said that India is also calling for a peaceful solution based on the tribunal’s ruling, which emphasized the importance of the rule of law.
The two ministers agreed to set up a framework for talks on maritime strategy between defense authorities from both countries in a bid to strengthen bilateral defense cooperation.
Nakatani also noted that Japanese citizens and a young Indian woman were killed in the terrorist attack in the Bangladeshi capital, Dhaka, earlier this month.
Both ministers reaffirmed their commitment to working together toward eradicating terrorism.

Five injured as vehicle in President’s convoy skids off road

Five people were injured when a vehicle in President Pranab Mukherjee’s convoy skidded off the road this morning and went down a cliff, 30 kms from Darjeeling .The President was on his way to Bagdogra to catch a flight to Delhi.
The accident happened near Sonada when the third vehicle in the Presidential convoy slipped off the road and fell down.
The convoy also had West Bengal Chief Minister Mamata Banerjee who was also travelling along with the President to Delhi to attend the Inter state council meeting tomorrow.
Heavy rains and thick fog had led the President to take a road trip on his return leg as Indian Air Force helicopters could not operate.
Army personnel along with those working in the Presidential Secretariat were engaged in the rescue operations. President’s Press Secretary Venu Rajamony said the Mr Pranab Mukherjee is safe.
Prime Minister Narendra Modi spoke to President Pranab Mukherjee and enquired about his well being, after the convoy accident in Darjeeling. In a tweet, President Pranab Mukherjee said, he has proceeded to Bagdogra to emplane for Delhi after ensuring injured security personnel safe and have received medical attention.

Lavrov, Kerry talk Syria in Moscow

Russian Foreign Minister Sergey Lavrov is meeting his American counterpart, John Kerry, in Moscow a day after both diplomats met with Russian President Vladimir Putin. They are reportedly discussing the conflicts in Syria and Ukraine, as well as bilateral relations and the latest terrorist attack in France. Contrary to reports in the US media, Putin and Kerry didn’t discuss military cooperation in Syria on Thursday, the Kremlin said.

Xi Jinping extends condolences over Nice truck attack

Chinese President Xi Jinping on Friday called his French counterpart Francois Hollande to offer his condolences over a deadly truck attack in Nice.
Xi strongly condemned the “appalling brutality” that has killed 84 people so far, and expressed deep grief to the victims and sincere condolences to the injured and families of the victims.
Terrorism is a common threat for all countries, Xi said, adding that China firmly opposes terrorism in any form.
China staunchly supports the French government to defend its national security, and stands ready to work with France to deepen their cooperation in combating terrorism, so as to safeguard peace and security of the two countries and the world at large.
