BRPL had been Rigging Meters from First Day of Takeover. It hired teams of Meter Testing Staff with Meter Testing equipments – any meter even 1% fast was replaced but all fast consumer meters even 17% were not replaced Until CHINESE COMPUTERIZED METERS WITH INBUILT SOFTWARE TO RUN FAST WERE AVAILABLE IN 2004.
BRPL didn’t install meters to over 60% of its Distribution Transformers until 2006 and after repeated petitioning Installed METERS WITHOUT DISPLAYS – so only BRPL special readers could take down the metering data.
During ‘URJA’ Meter Testing Drive all Consumer Meters were found to be running 2% to 60% Fast in 2005.
I WAS SHOCKED TO FIND BRPL Drawing 2181 MW of Power But Cumulative Total of EHT Feeders Load Was Just 2005 MW difference of 176 MW or Cheating of over 150 MW. Gujarat which is 250 Times Larger in Area Than BRPL reports 4% EHV T&D Loss – BRPL is recording 8% Loss in around 600 sq.km area.

1. Order CBI Investigation On Getting ‘Quick Report from Delhi TRANSCO & Load Dispatch Center’.
2. Order ‘State Owned Meter Testing Laboratory’ and Electricity Meter are ISI Certified and Manufacturers to SELF TEST The Consumers Meters which are Free From ADDITIONAL PROGRAMS TO RUN METERS FAST THAN ONE REQUIRED, SEAL THEM and BRPL to install Second Seal for their own satisfaction.

Discoms can’t test meters in own labs: DERC

NEW DELHI: Following complaints of unfair power theft cases being lodged against consumers by discoms, Delhi Electricity Regulatory Commission (DERC) has ordered that ‘electricity meters shall be tested in NABL accredited labs and not the discoms' own lab.’
Delhi government had earlier informed DERC of consumers alleging harassment by discoms over meter testing. Many consumers had said discoms are filing cases based on one-sided reports and that the 'faulty' meters were being tested in the discoms' labs where the results would be 'tampered' and 'compromised'.
“The commission directs distribution companies that in cases of suspected theft and dishonest abstraction of energy, old meters shall be tested in a National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited lab recognized by the Public Grievance Cell and not the discoms' own laboratory,” said DERC.
The commission recently also introduced a public awareness campaign encouraging consumers to get their meters tested. The meters will be tested with Central Power Research Institute as the independent third-party testing lab. If found faulty, meters would be replaced by discoms. Testing charges—Rs 200 for single-phase meters and Rs 500 for three-phase meters—would also be reimbursed via adjustment in electricity bills if the test results from discoms and CPRI do not match.
