It gives me immense pleasure to share with you about the Woodpecker Film Festival & Forum (WFF), scheduled to be organised from Dec 19-21, 2013 at India Habitat Centre (IHC), New Delhi. The film festival will showcase selected films from different parts of the country focusing on themes like environment & wildlife, education, gender, children, livelihoods and others.
The selection of films for screening during the festival is made by an independent jury. The Jury consists of 20-25 senior representatives from research, communications, media, corporate, academics and development sector. For 2013 edition of the festival, the Nomination Jury Meet has been planned for October 18 (Friday), 09:00 am-06:00 pm at Zorba the Buddha, 7 Tropical Drive, Ghitorni, New Delhi.( www.zorbathebuddha.org)

Storm Karen poised to make landfall

Tropical Storm Karen, swirling offshore in the Gulf of Mexico, was on track to make landfall in the US state of Louisiana, forecasters said.

While weakening overnight, the storm is still expected to bring rain and some coastal flooding as it moves toward Mississippi and Alabama, according to the National Hurricane Center.
At 1800 GMT, Karen was located about 205 kilometre south-southwest of Morgan City, Louisiana, packing maximum sustained winds of 40 miles per hour.
Hurricane watches were canceled overnight, but a tropical storm warning was in effect for an area that included Morgan City, located about 70 miles west of New Orleans.
Battered by Hurricane Katrina in 2005, New Orleans was under a tropical storm watch.
“On the forecast track, the center of Karen will move near or over portions of southeastern Louisiana today and pass near the coast of Mississippi and Alabama Sunday night,” the Miami-based NHC said.
The storm — expected to weaken to a tropical depression on Sunday — is forecast to drop between one to three inches over the central Gulf coast and southeastern US region through late on Monday.
“Isolated storm total amounts of six inches are possible,” the NHC said.
Florida Governor Rick Scott said on Saturday that 12 counties were under a local state of emergency and urged residents not to become complacent because the storm was weakening.
“As Tropical Storm Karen continues to disorganize, families should still use Sunday as an opportunity to get ready,” he said in a statement.
“Communities along the panhandle are expected to experience heavy rains, and storm surges are predicted for our coastal regions.”
Oil prices rose Friday on falling production as companies evacuated staff from sensitive refining and production areas along the Gulf Coast.
The main US contract, West Texas Intermediate for delivery in November, closed at USD 103.84 a barrel on the New York Mercantile Exchange, up 53 cents from Thursday’s closing level.

China evacuated over a half a million people to safety asTyphoon Fitow hit the eastern Fujian province in the wee hours on Monday, packing winds up to 151 km per hour.

The storm, the 23rd typhoon to hit China this year, landed in Shacheng Township of Fuding City. It will continue to move northwestward but weaken quickly, China Meteorological Centre has said.
A red alert, the highest warning, was issued for Fitow on Sunday. Cities such as Fuzhou and Sanming in Fujian will see rain of more than 200 mm from Sunday night to Monday morning, said the Fujian flood control authorities.
Due to the typhoon, power was cut off in Taishun County, Zhejiang Province since last night. The power blackout also hit many townships in Cangnan, Wencheng, Pingyang and Dongtou counties in Zhejiang. Quoting Mao Fanggui, director of the emergency office in Taishun County, Xinhua news agency has reported that downpour was lashing the county and most townships in the county were hit by blackout.
A boy in Cangnan County was injured in the abdomen by glass debris due to strong winds. He was being treated by doctors. Rainstorm and winds up to 201 km per hour slashed Cangnan County and the Nanji Island Township, and some houses collapsed in the county, said the Wenzhou flood control headquarters.
So far some 5. 74 lakh people were evacuated and 35,795 vessels returned to harbour for shelter, said the Zhejiang Provincial Flood Control and Drought Relief Headquarters. In Fujian, 177,000 people were displaced and nearly 30,000 fishing boats were called back.

Great leaders, it is said, are dealers in hope. The leaders of the
National Democratic Alliance (NDA) are dealers in despair. While in
opposition, their leadership is constantly in despair about India. The
objective is essentially political: they hope to receive public
approbation in 2014.

vociferously opposed by the BJP. Neither Mr. Modi nor any other leader
of the BJP has made any meaningful efforts to support the reform
process.

Prime Minister Manmohan Singh will embark on a crucial trip to Russia and China from 20th October during which a number of pacts are expected to be inked in key areas of trade, business and energy.

The first leg from 20th to 22nd October in Russia will see the Prime Minister holding talks on important issues such as nuclear cooperation, trade and defence. Singh will on 22nd October travel from Moscow to Beijing where he is expected to articulate India’s concerns over trans-border rivers, trade deficit and boundary incidents.
During the meeting with Russian President Vladimir Putin, Singh is expected to assure him on concerns over India’s nuclear liability law and also on the safety of Russian investments including in telecom sector.
Significantly, after the recently-concluded India Russia Inter Governmental Commission meeting in Moscow, the indications are that the two countries have made progress to clear the nuclear liability issue, crucial for a contract for supply of Russian reactors for Units 3 and 4 of the Kudankulam Nuclear Power Project (KNPP).
It is understood that hectic parleys were on to conclude the tehno-commercial negotiations for the Unit 3 and 4 of KNPP) ahead of Singh’s visit and officials are hoping to ink it after the talks between the two sides.
The effort is to basically match India’s Civil Liability for Nuclear Damage (CNLD) Act, 2010 and the internationally and nationally accepted principles.
Another crucial issue would be Russia’s investment in telecom sector with Russian giant Sistema last week expressing unhappiness over telecom regulator TRAI’s recommendations on spectrum auction, saying it created “ambiguity” and “policy uncertainty” that would adversely impact its investment plans.
Sistema Shyam Teleservices Ltd, which offers mobile services under the MTS brand, has protested against TRAI recommendations that the spectrum used by CDMA operators should not be auctioned and a part of it be explored for use by GSM services.
The other points expected to figure prominently would be Russian investments in Delhi-Mumbai Industrial Corridor and joint ventures in phrama and fertiliser sector with India hopeful of inking some MoUs in these areas.
The two sides would also hold talks on security situation in the region, especially in Pakistan and Afghanistan.
During his China visit, Singh will hold talks with his Chinese counterpart Li Keqiang on key bilateral and regional issues, including trans-border rivers, ways to enhance Chinese investments through industrial parks to address trade deficit and boundary incidents.
The two sides are also expected to ink the Border Defence Cooperation Agreement which is aimed to enhance coordination between the armies of the two countries. The sources also said the talks were on for a possibility of a pact to simplify visa regime. The two sides are holding negotiations on a draft pact and if there were not many “differences”, it could be inked during Singh’s visit, they said.
India is also hoping to ink with China a framework MoU for supply of power equipment, apart from a cultural pact, they said. As it has a huge trade deficit with China, India is pushing China to import more products and greater market access there.
In 2012-13, as per the official figures, India recorded a record trade deficit of USD 40.78 billion with China, compared with USD 39.4 billion in 2011-12 and USD 27.95 billion in 2010-11. There is a proposal for setting up Chinese business parks in five states –Uttar Pradesh, Gujarat, Tamil Nadu, Andhra Pradesh and Karnataka– which will work like Special Economic Zones. Singh and Xi would also discuss trans-border river issues.
The PM had raised this matter with the Chinese president when they had met on the sidelines of the BRICS (Brazil, Russia, India, China and South Africa) summit in Durban in March. The prime minister had expressed concern over China’s proposal to construct three dams across the Brahmaputra.
Coming after series of incursions by Chinese troops, Singh’s visit will also be an opportunity to raise India’s concerns with the top Chinese leadership.
This would be Singh’s third meeting with President Xi. Both leaders had last met on the sidelines of the G20 summit in Russia. It is the PM’s first visit to China after the change of leadership in that country

Telugu Desam Party (TDP) Chief N Chandrababu Naidu will go on an indefinite hunger-strike in the national capital from Monday to protest against the Union Cabinet’s decision regarding the proposed bifurcation of Andhra Pradesh.

Naidu, who will arrive on Monday morning, will also interact with the media before beginning his stir in the afternoon, according to a TDP release.
On October 3, the Union Cabinet had decided to go ahead with the process for the creation of a separate Telangana state carved out from Andhra Pradesh.
The very next day, Naidu had in Hyderabad announced his plan for an agitation over the issue after accusing Congress of “ruining” the country and leaving Andhra Pradesh facing a “disaster” with the separate Telangana decision.
Naidu, whom observers say is now fighting a political battle for survival in the state of which he was once chief minister, has also accused Congress of entering into an “arrangement” with TRS and YSR Congress vis-a-vis the bifurcation decision.
Political pundits are predicting that while Congress and TRS would gain in Telangana, Jaganmohan Reddy’s YSR Congress party could make big waves in the Seemandhra region. TDP has decided to write to the leaders of all parties on the statehood issue and expose the alleged “nefarious politics” of the Congress.
Meanwhile, YSR Congress President and Kadapa MP Y S Jagan Mohan Reddy’s indefinite fast enters 3rd day.
