China, Bangla to push for progress on BCIM ahead of PM
Ahead of Prime Minister Manmohan Singh’s visit in Beijing, China and Bangladesh on Sunday decided to give a big push for the Bangladesh-China-India-Myanmar (BCIM) economic corridor, a multi-billion dollar project linking South Asia and East Asia for economic activity.
BCIM figured prominently during talks between Chinese Foreign Minister Wang Yi and his visiting Bangladeshi counterpart Dipu Moni in Beijing on Sunday. 

China is willing to maintain high-level visits, deepen pragmatic cooperation and push forward the construction of the BCIM economic corridor with Bangladesh, the Chinese Foreign Ministry said. 

Moni, who arrived in Beijing on Saturday on a four-day visit, said Bangladesh will actively support and participate in the construction of BCIM corridor and make joint efforts with China to comprehensively enhance bilateral relations, state-run Xinhua news agency reported. 

The China-Bangladesh push for the multi-billion dollar venture came ahead of the three-day visit of Prime Minister Singh starting from October 22. 

China had said it would push for progress during Singh’s visit. 

The project has “great significance because it links South Asia with East Asia and (is) conducive to regional economic activity”, Chinese Foreign Ministry Spokesperson Hua Chunying had said. 

During today’s meeting, Wang told Moni that China cherishes the traditional friendship with Bangladesh and attaches importance to China-Bangladesh ties. It regards Bangladesh as a natural partner and important for Beijing’s opening up westward. 

Moni said Bangladesh attaches great importance to the bilateral relationship and thanks China for its valuable support and assistance to the socio- economic development in Bangladesh. 

The BCIM corridor was discussed during Chinese Premier Li Keqiang’s visit to India in May. It aims to connect Kolkata with China’s Kunming city with a highway running through Bangladesh and Myanmar. 

The corridor will strengthen mutual investment, trade and infrastructure and other areas of cooperation. 

It will help step up cooperation to build industrial parks as well as establishing railway connectivity, Hua said. 

She said the consultations were on between all the four countries to advance the project, which was expected to revitalise the region.

India, Russia concerned over uses of ICT against UN CharterU
In an apparent reference to the US National Security Agency’s worldwide mass surveillance operations, India and Russia on Monday expressed concern at the use of information and communication technologies for purposes that are “inconsistent with the UN Charter”.


The two countries stressed the need to abide by the principle of non-interference in internal affairs and to respect internet-related human rights, including the right to privacy, in accordance with domestic laws.

“The sides expressed concern at the growing threat of the use of information and communication technologies for criminal and terrorist purposes, as well as for purposes that are inconsistent with the UN Charter,” said a joint statement issued after a summit meeting between President Vladimir Putin and Prime Minister Manmohan Singh.

Though the statement did not specifically refer to the NSA’s controversial mass surveillance of phone calls, emails and text messages, both India and Russia were targeted by the US spy agency.

Former NSA contractor Edward Snowden was granted temporary asylum by Russia after he leaked sensitive data on the surveillance programme.

The joint statement said India and Russia decided to accelerate consideration of the proposed inter-governmental agreement on cooperation in international information security.

They “noted the need for adoption by the international community of the universal rules, norms and principles of responsible behaviour of states in the use of information and communication technologies”.

The two sides also agreed to deepen bilateral consultations and cooperation on global issues related to the use of such technologies.

China, Russia, Pakistan and Afghanistan were ranked highly on the NSA’s list of spying priorities.

Russia had reacted angrily after documents leaked by Snowden revealed that its diplomats had been spied on during the G-20 summit in London in 2009.

The NSA had also conducted electronic surveillance of the Indian Embassy in Washington and the country’s Permanent Representative to the UN.

Russia has supported India’s bid for a permanent seat in the reformed UN Security Council as the two countries agreed that any expansion of the top UN body should reflect contemporary realities.

In this regard, the Russian Federation reiterated its strong support to India for a permanent seat in a reformed UN Security Council,” said a joint statement issued at the end of Prime Minister Manmohan Singh’s talks with Russian President Vladimir Putin. 

The last expansion in the UN Security Council took place in 1963 – an increase of four in the non-permanent category from 11 to 15. 

India, along with Brazil, Germany and Japan have formed G4 grouping to press for expanding the permanent membership of the Security Council. 

The UNSC includes five veto-wielding permanent members China, France, Russia, the United Kingdom, and the United States. 

There are also 10 non-permanent members, with five elected each year to serve two-year terms.

PM arrives in Beijing on three-day visit
Prime Minister Manmohan Singh arrived here today on a three-day visit during which India and China are expected to ink several key pacts, including an agreement on a mechanism to prevent incursions by Chinese troops along the Line of Actual Control. 
Singh, who arrived here from Russia tonight, will hold talks with Chinese President Xi Jinping and Premier Li Keqiang tomorrow on a host of issues. He will also meet Zhang Dejiang, Chairman of the National Peoples Congress, the Chinese parliament.

Besides the Border Defence Cooperation Agreement, a series of pacts are expected to be signed after his talks with Li, officials said. Along with Li, Singh will address business leaders attending the second India-China CEOs Forum being held on the sidelines of the Indian Prime Minister’s visit. 

Ten top Indian industrialists led by Reliance Anil Dhirubai Ambani Group chief Anil Ambani and prominent Chinese industrialists are taking part in the CEOs’ meeting. On October 24, Singh will address future leaders at the central school of the Communist Party of China before his departure. China has said Singh’s visit is of great importance for deepening the bilateral strategic partnership.

“We attach great importance to the visit and are looking forward to it,” Foreign Ministry spokesperson Hua Chunying said. “It is of great importance to deepen China-India strategic partnership” as Singh’s visit follows the one made by Premier Li Keqiang to India in May, she said.

Ahead of his arrival, Singh told the Chinese state-run media that he had attempted to put bilateral relations on a “stable growth path” during the past nine years.

“Working together with the Chinese leadership, my attempt has been to create a forward looking agenda for our bilateral relations. There has been tremendous increase in our economic exchanges as both India and China themselves have grown and prospered,” he said.

Prime Minister Dr. Manmohan Singh concluded his Russia visit on Monday, with both countries pledging greater impetus to bilateral relations and Russia assuring India of building unit 3 and 4 at the Kudankulam Nuclear Power Plant. 


Russian President Vladimer Putin assured the Indian Prime Minister that it will deliver INS Vikramaditya to India soon. 

The bilateral talks between the two countries also stressed on India’s role as a permanent member of United Nations Security Council, Sanghai Cooperation and a permanent member of the Nuclear Suppliers Group.

Sharing the view that terrorism jeopardises peace in South Asia and the world, India and Russia pitched for joint efforts by countries of the region to combat the menace in all its forms, including elimination of terrorist safe havens and cutting off financial support.

“India and Russia recognised terrorism as the major threat to Afghanistan’s security and stability that jeopardises peace in the region and in the whole world,” a joint statement issued after the 14th Annual Summit between Prime Minister Manmohan Singh and President Vladimir Putin said. 

“They stressed the regional aspects of terrorism and extremism, emphasising the necessity of joint and coordinated efforts and cooperation between the states of the region, especially taking into account the expected drawdown of international forces in 2014, in order to combat terrorism in all its forms and manifestations, including elimination of terrorist safe havens and cutting off financial support to terrorism,” the statement said.

Dr. Singh, in a statement after talks with Putin, said, “Terrorism, extremism and drug trafficking emanating from this area endanger security and stability in our region and beyond.

We have agreed to intensify our coordination and cooperation for promoting security and development in the region. 

“We also emphasised our shared interest in a peaceful and stable transition in Afghanistan next year,” he added.

The two sides agreed that it was necessary to extend the sanctions regime introduced by the UN Security Council against the Taliban as one of the most important tools for fighting terrorism. 

India and Russia also reaffirmed the need for UN Security Council reform in order to make it more representative and effective in dealing with emerging challenges.

“They agreed that any expansion of the Security Council should reflect contemporary realities. In this regard, the Russian Federation reiterated its strong support to India for a permanent seat in a reformed UN Security Council,” the joint statement said. 

The two sides also exchanged views on several other major regional and global issues such as the Syrian crisis and Iran’s nuclear programme.

“Both countries expressed support for the early convening of an ‘International Conference on Syria’ (Geneva-II), to take forward the Geneva-I Communique adopted in June 2012, which will bring all parties to the conflict to the negotiating table,” the joint statement said.

“The sides expressed the strong belief that the crisis in Syria should not be resolved by force, and could be settled only through political means,” it said.

Both India and Russia expressed concern about the situation around Iran and its nuclear programme and pledged their support for a comprehensive and permanent settlement of this situation, through political and diplomatic means, by establishing a dialogue.

SC : No Clinical Trials of 157 NCEs till further order

“No Clinical Trials of 157 NCEs till further order & 5 NCEs after proper mechanisms put in place” – Supreme Court
October 21st, New Delhi : 8th hearing of the writ petition filed by Swasthya Adhikar Manch took place today before the bench of the Supreme Court consisting of Justice R.M Lodha and Justice S.K. Singh. The case was filed in February, 2012 and the last hearing was held on 30th September, 2013.
The Hon’ble Supreme Court raised serious concerns over 162 clinical trials of Global Clinical Trial (GCT) including New Chemical Entities (NCEs) / New Molecule Entities (NMEs) out of which 157 were approved before 31st December 2012 and 5 between January to August 2013. In the Court it was admitted by Ministry of Health & Family Welfare (MOHFW) and representative of Drug controller General of India (DCGI) that 157 clinical trials were approved by DCGI on recommendations of New Drug Advisory Committee (NDAC) and without the approval of Apex and Technical Committee formed after order of Court dated 3rd January 2013. The Hon’ble Supreme Court have ordered GoI to reexamine 157 GCT including NCEs by Apex and Technical Committees. Therefore, now Apex and technical committee will have to evaluate these 157 clinical trials particularly in terms of – assessment of risk vs. benefits for patients, innovations to existing therapeutic options and benefits to medical needs of the country. It is only after the assessment of apex and technical committee that the question of commencement of 157 approval will be considered. In case of remaining 5 clinical trials which have been approved in 2013, the Hon’ble Supreme Court ordered MOHFW to conduct it only after ensuring proper mechanism & procedure to ensure safety of the patients along with audio-visual recording of participants maintaining principle of confidentially and preservation of documentation. The Hon’ble Supreme Court also raised its concern that there is no checks and balance in the frame work where investigators are paid by sponsors and ethics committees are part of hospital with absence of proper mechanism to ensure patients safety.
Mr. Sanjay Parikh Senior Counsel for Swasthya Adhikar Manch argued and highlighted the facts in relation to NCEs/NMEs and asked the government to come out with a position paper on how these NCEs/NMEs will be in public and national interest. The Hon’ble Supreme Court also then inquired that out of 162 trials, how many molecules are patented outside country and benefiting MNCs instead of development of new drug for which learned Additional Solicitor General was unable to respond. Mr. Parikh also pointed out contradictions in data given in affidavit filed by MOHFW dated 26th July 2013 wherein it was stated that only 26 GCT were approved while in current affidavit of 18th October 2013, it is stated that only 5 trials are approved after 3rd January 2013 by the apex and the technical committee.
The petitioner asked the MOHFW to provide details of 162 approved clinical trials- Name of molecule, indication, name of sponsor, protocol, sites, number of subjects, name of investigators and minutes of NDAC, apex and technical committee meetings. The petitioner also raised serious concerns about Ranjit Roy Chaudhry Expert Committee report on issues like conflict of interest etc. The Ranjit Roy Committee also was not able to explain benefits to India by allowing NCEs/NMEs testing within the country.
The petitioners have been raising the issue of how NCEs/NMEs are benefiting MNCs at the cost of human life in India. The next hearing is scheduled on 16th December 2013.

India needs security doctrine to address strategic ambiguity: Experts

New Delhi, October 21, 2013: Underscoring the vulnerabilities in the existing national security paradigm, Indian defence analysts strongly advocated the need of formulating a well-defined strategic policy framework while addressing an Aspen Institute India (AII) session in New Delhi today.  Themed 㼩>Towards a Resilient National Security Policy,䠴he discussion featured Former Chief of the Research and Analysis Wing (RAW), Mr. K.C. Verma, Indian author and former diplomat, G Parthasarathy, Former CommanderinChief of the Indian NavyⳠEastern Naval Command, Admiral Premvir Das, and Indian journalist and author, Mr. Manoj Joshi.࠼
 
 
At present, India faces a multitude of traditional as well as non-traditional security challenges that are exacerbated due to the perceived dearth of strong institutionalised mechanisms for streamlining national security needs. Further complicating the problem is the emergence of multiple international sources of threats, which are often intertwined and interdependent in todayⳠglobalised world.  A common view emerging from the deliberations was that the country could find it difficult to streamline the security strategy and address the systemic lacunae in the absence of a clear and comprehensive policy.

Encapsulating the trends observed in IndiaⳠmilitary history, Former CommanderinChief of Indian NavyⳠEastern Naval Command, Admiral Premvir Das, said, 㼩>A strong policy doctrine requires consistent reassessments and transformations based on the prevailing trends. Our own policies have witnessed course-corrections, revisions and re-examinations through the decades. I feel that the time has now come to articulate a national security policy in the global domain. However, this re-examination of policy can be carried out only through strong institutions. Security is a complex business, and cannot be conducted in an un-institutional manner.
 
Voicing support for a national policy on security, Indian Journalist and Author Mr. Manoj Joshi emphasised, の effective national security doctrine must reflect IndiaⳠcore interests. A framework of this nature should also be publicly articulated to reassure citizens as well as to warn adversaries. India is a nuclear weapon state, and her adversaries also possess similar weapons. The threat of nuclear weaponry requires the country to understand with great clarity the imperatives of power and how it must be used. Further, in times of crises, there may be little time for deliberations. A doctrine enables us to respond effectively by bringing the entire government on the same page. More importantly, a doctrine addresses competing claims for resources, which we see so often in the dynamics of international politics..
 
Echoing similar views, Former Chief of the Research and Analysis Wing (RAW), Mr. K.C. Verma asserted, ㉮ dia needs a national security doctrine. This doctrine on national security must be a declaratory statement of intent that should be put out in the public domain. It also needs to be coherent, consistent and be borne out of the consensus of the political parties. We cannot have a doctrine that undergoes a change every five years..
 
Identifying economic growth as a driver of security, Author and former diplomat, G Parthasarathy, opined, 㼩>In 60 years, we have not been able to become self-reliant in defence equipment manufacturing, largely because we do not have an industrial base. By 2022, Indian import of communication equipment may surpass the import of oil, according to an estimate. Security means keeping the internal and external climate of a country in a way that keeps all the citizens safe.ࠔo enhance national security, economic growth is vitally important with strong industrialisation. 

Analysts also underscored the fact that sensitive issues such as water and energy access, human rights, social unrest due to underdevelopment and climate change need to be re-examined through the prism of national defence and security capabilities. The emergence of cyber-space as the new domain of warfare has further expanded the defence discourse. To counter these challenges, there is a tangible need to step up human resources and security infrastructure, upgrade IndiaⳠtechnological capacity, and identify the core strengthens and weaknesses in the existing strategic defence framework.

Adil Bir Singh Leads by Two Strokes at the End of Day One of the USHA IGU PUNJAB JUNIORS GOLF CHAMPIONSHIP 2013


Chandigarh, October 22: Southpaw Adil Bir Singh, playing at his home course, returned an even par 72 to lead the field by two strokes at the end of Day 1 of the USHA IGU PUNJAB JUNIORS GOLF CHAMPIONSHIP 2013, which is underway at the Chandigarh Golf Club. S. Abhishek Shankar, representing the south zone and who plays his golf at the Hyderabad Golf Club, was lying second, having finished with a card of two over 74 for the day. Karandeep Kochar, also from the same golf club as Adil Bir and who has recently qualified for the Nick Faldo series in China, came in third with a score of three over 75, one stroke behind Abhishek and three behind Adil Bir.

Adil Bir today, sank three birdies on the front nine without dropping a shot, but four bogeys and a birdie on the back nine, meant that a sub-par round eluded him by a whisker.

A total of 33 out of 36 junior golfers in Category A and 26 out of 27 in Category B have finished above the projected cut mark of 91. The tournament is being played over four days and 72 holes, and Day 2 should determine the final lineup for the business end of the tournament. While Adil Bir is the overall leader, S. Abhishek Shankar led the Category A lineup, two strokes ahead of Tutul Ali of the East Zone (four over 76). In Category B, Adil Bir and Karandeep make up the top two.

Other pre-tournament favourites like Feroz Singh Garewal, Tapendra Ghai and Pukhraj Singh Gill, all finished with identical scores of five over 77, to stay in the hunt, five strokes separating them from the tournament leader. It should be an interesting Day 2 of junior golf to look forward to.

Neha Tripathi favourite for the Twelfth Leg
Gurgaon, October 22: Fresh from her win at the Delhi Golf Club last month, Kolkata golfer Neha Tripathi would be looking forward to consolidate her position in the Hero Women’s Professional Golf Tour 2013. The INR 2,50,000 prize money tournament is being played at the par 72 Golden Greens Golf & Resorts in Gurgaon from the 23rd – 25th October 2013.
Neha currently leads the Hero Order of Merit 2013 with total earnings of INR 9,50,900 from five wins in 11 appearances. Delhi golfer Vani kapoor would also be looking forward to register her first win in the Hero Women’s Professional Golf Tour 2013. Vani lost to Neha Tripathi by a stroke in anail biting finish at the Delhi Golf Club last month. She is currently placed third in the Hero Order of Merit 2013 with total earnings of INR 7,81,900 from 11 appearances.
Veteran Delhi Golfer Smriti Mehra, who is currently playing in the Sanya Ladies open in China, will not be available to play in this tournament.
The Hero Women’s Professional Golf Tour 2013 comprises a total of fourteen legs spanning across key locations in India.

Now, as the show takes a twenty year leap forward, Ankita Lokhande who plays the character of Archana is all set to play a double role. While the actress will continue to play the role of Archana that made her a household name, she will now also play the role of Ankita, Archana’s 19 year old grand-daughter.

Though the older, mature Archana continues to wear rich and intricately designed sarees, the young Ankita is seen in bright, youthful colors that reflect her age and sense of style. Ankita is a 19 year old girl who has had to grow up overnight in order to take care of her four siblings and drunken father when her mother left the family to marry a rich man. Though she is a young girl with modern beliefs, she has a very traditional and rooted value system.

Yes, it will take me some time to adjust to stepping in and out of the characters of Archana and Ankita within the same day, but I think practice will make that perfect too. 50th Hero Indian Open at Delhi Golf Club
· Golden Jubilee edition to be played from November 7-10
· PGA Tour winner Michael Thompson and European Tour winner Robert Rock confirm participation
· Atwal, Randhawa and four other previous Indian winners lead Indian challenge
New Delhi, October 21: A star-studded field will tee off at the Delhi Golf Club to mark the Golden Jubilee of the historic Hero Indian Open on November 7. The event, which will be preceded by a Pro-Am on November 6, will carry a purse of US $ 1.25 million.
Returning to the place of its birth in 1964, the Hero Indian Open will once again see a plethora of champions and international stars line up for what will be a momentous occasion in Indian golf.
Though there is still more than two weeks for the tournament to happen, the list of early entries and confirmations indicate a very strong line-up including the likes of PGA Tour winner, American Michael Thompson, who achieved a breakthrough win at the Palm Beach event in Florida. Then there is multiple European Tour winner, Robert Rock, whose resume includes a stunning win over a field featuring Tiger Woods and Rory McIlroy at the 2012 Abu Dhabi Classic.
As is only befitting the 50th edition of the tournament will see a very strong Indian challenge, which blends youth with experience. Former Indian Open winners like Arjun Atwal, also the only Indian player to taste victory on the famed PGA Tour, returns to his National Open, as does Jyoti Randhawa, one of the only two players to win the Indian Open three times in their career – the other one is five-time British Open champion Peter Thomson, who also played a big role in helping establish the Indian Open in 1960s.
Four other Indian winners, C Muniyappa (2009), Vijay Kumar (2002), Feroze Ali (1998) and Ali Sher (1991 and 1993) will add to the charm of the historic staging.

Only seven Indians have won the National Open, of which the first PG Billoo Sethi (winner in 1965) passed away in 1982. The remaining six will be seen in action at the DGC this year.
While the past champions savour and relive their finest moments, the youth brigade led by four-time Asian Tour winner, Gaganjeet Bhullar, three-time Asian Tour winner, Anirban Lahiri and other winners like SSP Chowrasia, Shiv Kapur, Himmat Rai and Digvijay Singh will also fancy their chances at the legendary and challenging layout at the Delhi Golf Club.
Adding to their confidence will be the fact that Chowrasia, Lahiri and Digvijay have tasted international success at the DGC.
