Uttarakhand Tragedy Check Dams, RWH No MoEF Clearance
& Coal Mining 7 Yr MoEF Clearance Process & 50%-50% Chance
Respected Sir,
These are your governments two biggest Tragedies.
On the one hand Check Dam Mafia could build over 3m Check Dams that
Block or Rather PLUG the river flows impacting over 20 million
hectares – on the other Coal Mining Companies were not allowed to make
even few Exploratory Drills by MoEF that make around 10 centimeter
drill hole – smaller than 50 million Bore-wells and Tube-wells for
Home & Irrigation and Commercial water supply use.
In city like Delhi there could be over 5000-10,000 Residential Units
per sq.km All requiring Bore-wells for water supply – Coal Mines were
not even allowed to Drill even 2 Exploratory Drillings per Sq,km. that
are Scientifically Plugged soon after.
Gujarat has already built 1,50,000 Check Dams that Block Natural Flow
of Rivers and Their Tributaries, over 0.5m Water Harvesting Structures
– some are very big, Many Big Canals, Johads, Ponds, Talavadis,
Boribunds, Builds Canals and Big Dams without MoEF Clearances.

Uttarakhund is working on similar STRUCTURES over 0.51 milion hectares
area with World Bank Funding that was the Real Cause of Uttarakhund
Tragedy. There were twice heavier Rain Falls in 2008 and 2010 seasons.
Add MP, Karnataka, Chhatisgarh, Jharkhand, Himachal, Orissa, TN, AP
and other states – there are over 3 Million Structures, 20m Hectare
Impact Area that didn’t required MoEF Clearances.
BUT MERE 0.2026 Million Hectares of Mining Land Acquired by CIL with
Considerable Difficulty, Doesn’t Get MoEF Clearance for 7-8 Years When
CIL Restores 2.5 Times Degraded Forest Area. CMPDI disclosed it take
years to get clearance for even ‘Exploratory Drilling.’ (Annexure – I)

Gujarat SER2013-14: During the year 2011-12 and 2012-13 (upto
November, 2012), 173 and 145 big check dams are constructed
respectively under this plan. Total 83,460 check dams are constructed
under various schemes by Water Resources Department. More than 1.5
lakh check dams were constructed by different departments under
various programmes.
55th NDC July24, 2010: Gujarat being a water scarce State, has laid
emphasis on conservation of water since the past several years. As of
today, the State has constructed about 1,33,000 check-dams and
2,40,000 farm ponds (khet talavdis).The Government has deepened
about 18,000 tanks to enhance their capacity.
53rd NDC May2007: So far, 87,181 check dams, 1,71,400 farm ponds have
been dug, 35,479 boribund (kutcha dams using sacs filled with earth)
and 5358 village ponds and lakes have been deepened creating
significant irrigation potential for ravi crop.
Alwar in Rajasthan where Check Dam Building all started in 1985 –
there is Zero IMPROVEMENT in Food Production is illustrated by
following Official Documents between 2001 and 2011.
