Afghan president to take office September 2: Karzai
24082014
Afghan President Hamid Karzai said Saturday his successor would take office on September 2, despite a slow-moving vote audit designed to eliminate fraudulent ballots cast for the two contenders.
“The Afghan government is totally ready for the inauguration ceremony of the new president on the date of September 2,” the presidential palace said in a statement.
The date would not change, according to the statement, which was issued following talks between Karzai and the head of the UN mission in Afghanistan Jan Kubis.
The new president was due to be inaugurated on August 2, in Afghanistan´s first democratic transfer of power, but the government has been paralysed for months after the first round of the presidential election failed to produce a clear winner and the second round of voting in June triggered allegations of massive fraud.
As fears grew of a return to civil war, the United States last month brokered an emergency deal designed to end the impasse between poll rivals Ashraf Ghani, a former World Bank economist, and former anti-Taliban fighter Abdullah Abdullah.
But neither candidate appears willing to back down, and the dispute looks set to break out again in the coming days when early results emerge from an anti-fraud audit of all eight million votes.
The audit has checked more than 60 percent of votes, and the next stage of invalidating fraudulent ballots will likely raise tensions between the candidates — who are also meant to be in talks about a post-election unity government.
The United States had been pushing for the next president to be inaugurated before a NATO summit starting on September 4, which should sign off on follow-up support after the transatlantic alliance´s combat mission in Afghanistan ends this year.
The political crisis would worsen sharply if either candidate pulls out of the audit or rejects its outcome, with possible angry street protests in Kabul by aggrieved supporters set to pose a major challenge to the national security forces.
The election deadlock has revived ethnic divisions that lay behind the 1990s civil war in Afghanistan.
Many of Ghani´s supporters are Pashtuns in the south and east, while Abdullah´s loyalists are Tajiks and other northern groups.
Uncertainty has also shaken the fragile economy, which is dependent on falling aid funding as the 13-year international effort to develop Afghanistan winds down. Media agencies

Hamas executes four Israeli spies in Gaza
24082014
Posted on August 24, 2014
Hamas, which controls the Gaza Strip, killed four more Palestinians suspected of spying for Israel. Masked Hamas militants shot the Palestinians in the courtyard of a mosque in the Jabaliya refugee camp. Hamas-affiliated Al-Majd website quoted security sources as saying that the four were executed after legal measures were completed. The Islamist faction declined to release the names or pictures of the executed for the sake of social stability, fearing backlash against their families. The total number of Palestinian suspects killed has risen to 25; 18 of whom were executed on Friday and three on Thursday.
Earlier, the Palestinian Authority, which controls the West Bank, denounced the executions of alleged collaborators, calling them extra-judicial. Amnesty International called on Hamas to halt the campaign of summary executions of suspected collaborators.

Vinod Rai: UPA pressured me to drop names from CWG, coal reports:
24082014
Former Comptroller and Auditor General Vinod Rai has put Congress in an embarassing situation with his revelations that the UPA government had pressurized him to drop names of some persons in reports on Commonwealth Games and Coal scams. Rai in his upcoming book has also accused former Prime Minister Manmohan Singh of running away from his responsibilities. In a newspaper article about the book, Rai has been quoted as saying that politicians came to his house and told him not to name some people and protect others in connection with the CWG and coal allocation reports.
Reacting to Rai revelations, Congress leader Manish Tewari questioned the timing of such disclosures saying Rai should have spoken while in office. Speaking to reporters in New Delhi today, Tewari said the allegations are an attempt by Rai to sell his book.
BJP Secretary Shrikant Sharma said Rai’s allegations are another chapter of Congress’ corrupt history. Talking to AIR, he said rather than criticizing the former Comptroller and Auditor General, Congress should tell whose names it wanted to be deleted from CAG reports.
CPI leader Atul Anjan dubbed Vinod Rai’s revelations as serious and astonishing. Speaking to AIR, he demanded that the government seek details from Rai and initiate legal action against those who pressured him.

Pak logjam: Talks fail to yield results
24082014
The political crisis in Pakistan escalated on Saturday night with the third round of talks between government negotiators and Imran Khan-led Pakistan Tehreek-i-Insaf (PTI) failing to break the logjam.
Giving a fresh ultimatum, the PTI demanded that Prime Minister Nawaz Sharif step down for 30 days for an independent probe into the alleged rigging in last year’s polls but this was outright rejected.
PTI’s chief negotiator Shah Mehmood Qureshi told reporters after the meeting that if proved innocent Sharif can return to power.
Government representative Ahsan Iqbal said the demand for resignation of the Prime Minister was not acceptable.
Thousands of supporters of PTI chief Khan and firebrand cleric Qadri continued to camp outside the Parliament building in Islamabad as their protests entered the 10th day on Saturday.
Pakistani media said government has suspended mobilephone services in the Red Zone in and around the National Assembly citing security reasons.
There are also reports of fresh efforts to block arterial roads leading to the protest site to prevent supporters of Khan and Qadri reaching there.
Striking a defiant note, Khan told his supporters it was out of question to leave the capital without forcing Sharif to quit.
“If it is proved after 30 days that everything was ok, you can return as the PM. But you are not willing to take us up on the offer. That is because you are afraid that you will be found out,” Khan was quoted as saying by Express Tribune.
Using the cricketing terminology, he promised to contest till the “last ball”.
His comments came after former President Asif Ali Zardari met Nawaz Sharif at the premier’s residence in Lahore to discuss the political crisis and pledged to “protect democracy.”
Briefing journalists after the meeting, Finance Minister Ishaq Dar said Zardari had assured his full support to Sharif in resolving the crisis within the limits of the constitution and law.

SC made no observations against Speaker
24082014
A day after the Supreme Court decided to interpret the provision of Leader of Opposition in Lok Sabha, Speaker Sumitra Mahajan said on Saturday her denying LoP’s post to Congress was based on rules and tradition and that the apex court had made no observation against her.
“The Supreme Court has questioned the Centre on the issue of Lokpal’s appointment in the absence of LoP and the Attorney General will inform the court about the government’s stand.
It has made no observation against the Speaker,” She told journalists. She defended her decision of not according LoP’s status to the leader of the Congress party in the House for want of numbers.
“I have taken the decision afters studying the rules and traditions and after taking experts opinion on the issue. No opposition party has more than 55. Till date the rule that a party should have a minimum of 10 per cent seats in the House (for being accorded the status of LoP) has not changed,” she said.
In any case, Mahajan said, the Opposition exists in the Lok Sabha and is doing its work properly except for the fact that there is no Leader of Opposition.
The Speaker also said in 1980 and 1984 there was no Leader of Opposition in the House because no party had the required strength.
In a significant development, the Supreme Court had yesterday decided to go into the issue of interpreting the provision of LoP in Lok Sabha in the matter of selection of statutory bodies when there is no recognised LoP.
Asking the government to make its stand clear within two weeks, a bench headed by Chief Justice R M Lodha had emphasised the importance of the post saying Leader of Opposition conveys the voice of representation different from government in the House.
The government had to put on hold the appointment of a new chief of Central Information Commission yesterday due to the absence of LoP in the selection committee, leaving the transparency watchdog headless for the first time since its inception in 2005.

Hon’ble Prime Minister announces ‘Energy Highway’ for Eastern India
24082014
Project to enable implementation of city gas networks in 17 major cities and connect them with clean fuel natural gas
2,050 km Jagdishpur – Phulpur – Haldia pipeline to be built by GAIL at an estimated investment of Rs. 10,000 crores
Project to rejuvenate fertilizer, power plants and major industries
New Delhi, August 24: In a significant move towards fulfilling Hon’ble Prime Minister Shri Narendra Modi’s commitment towards overall development of Eastern India and meeting its energy requirements, work is all set to commence on the 2,050 km Jagdishpur – Phulpur – Haldia natural gas pipeline which will serve as the ‘Energy Highway’ to carry the efficient and environment-friendly fuel to West Bengal, Bihar, Jharkhand and Uttar Pradesh.
The pipeline project, which will connect Eastern India with the national gas grid, was announced by the Hon’ble Prime Minister at a public function in Ranchi.
The pipeline will benefit millions of people in the four states and lead to setting up of City Gas Networks in 17 major cities of the region, i.e, Varanasi, Allahabad, Patna, Gaya, Chhapra, Siwan, Gopalganj, Mujaffarpur, Bettiah, Bhagalpur, Bokaro, Dhanbad, Ranchi, Jamshedpur, Asansol, Durgapur and Kolkata. Thus, residents of these major cities can enjoy the convenience of piped natural gas (PNG) that directly reaches households and the economical compressed natural gas (CNG) for vehicles.
Besides city gas distribution, the pipeline will supply feedstock/fuel to fertilizer and power plants and major industries located in the region.
The estimated investment for the Jagdishpur – Phulpur – Haldia pipeline project is about Rs 10,000 crores. The first phase of the pipeline will have a capacity of 16 MMSCMD which would be augmented to 32 MMSCMD in the second phase.
The fertilizer plants which will benefit from the project include units at Gorakhpur, Barauni, Sindri and Matix Durgapur. In addition, the pipeline will also supply natural gas to Refineries at Barauni and Haldia, steel industries, power plants and other large SME manufacturing units in the region. The pipeline will also boost up agricultural and economic development and generate employment opportunities in the region.
Additional details:
The Jagdishpur – Phulpur – Haldia pipeline will consist of 922 km main line (36 inch-diameter) and 1,128 km spur lines and feeder lines (12 to 30 inch diameter). The compressor station will be located at Haldia.
GAIL has already started activities related to detailed survey of the pipeline route. The survey will include Engineering Survey (topography, Population Density Index, Soil Resistivity and Soil Investigation Survey) and Cadastral Survey (collection of revenue details of every village along the route along with ownership details). Actual construction activities will commence once the survey is completed.
It is estimated that the project will have 46 river crossings, 17 Railway crossings, 14 State Highway crossings and 12 national Highway crossings, thus making it one of the most difficult engineering projects of its kind.
The proposed pipeline will cover the following districts:
West Bengal (Main line – 385 km, spur lines – 360 km)
West Bengal (Main line – 385 km, spur lines – 360 km)
Jharkhand (Main line – 174 km, spur lines – 165 km)
Bihar (Main line – 205 km, spur lines – 416 km)
Uttar Pradesh (Main line – 158 km, spur lines – 187 km)
