The installation of the turbine began off Goto Island on Saturday. It is the first ever floating turbine to be tested in Japanese waters.
The turbine consists of a 60-meter pole with three 11-meter blades attached to it. It has an output of 100 kilowatts.
The operator says it can withstand winds of up to 180 kilometers per hour.
The turbine will be connected to the seabed using chains.
This makes it more practical compared to conventional turbines that are directly fixed to the seabed because the seas around Japan are mostly deep.
The environment ministry says it will conduct tests to collect data on durability and environmental impact.
It plans to test an even bigger turbine, with an output of about 2,000 kilowatts, next year.
