AGENDA Last 6 Months of UPA-II, Planning for $15T UPA-III (C)

As term of UPA-II has entered last six months already there are so
many critical things that Can Be Done in such a short time – these
shall also ensure RAPID launch of UPA-III in May2014.

800m FARMERS INCOME GENERATION $200b PROGRAMS

1.]  In UPA-II with a view to CONTAIN inflation GOI suppressed Food
Grain prices affecting over 800m farmers and Farm Labor. Even as Per
Capita income of Indians doubled at current prices – there was Zero
Net Increase in Income of Food Grain Growing Farmers – Input Costs
like Fertilizers, Petrol & Diesel, Seeds, Labor increased manifold.
$120b Is Already Loaned – $80b Required partly as SUBSIDY.

    All Short Term Loans to Farmers be converted to LONG TERM Loans.
This shall ensure Farmers are not required to seek new Loan for every
crop.

    Farmers to STOCK & PROCESS Foods – Biscuits, Breads, Confectionery,
Milk Processing, Cold Storages, Fruits & Vegetable Processing Small &
Medium factories be PROMOTED.

    Supply Fruits & Vegetables like Milk Supply – 5AM to 7AM in the morning.

10,000 MW A Year Solar Power $100b Program

2.]  There is nearly 40,000 MW Solar PV surplus Capacity – India can
take advantage of the situation as Solar PV cells are available for
$600 Per Kilowatt. India can avoid 100,000 MW of Peaking Power by
installing Rooftop SolarPV modules, shall save $200b worth of
Conventional Power Generation Capacity worth Rs.10,00,000 crores.

Delhi, TN, AP, UP, Punjab may get priority in view of Power Shortages.

    A Rooftop SolarPV unit can be installed in just 2-3 hours only on
rooftops. Homes may be preferred requiring peaking power 365 days a
year.

100M New BROAD BAND Connections in 6 Months

3.]  India already has LAID Optic Fiber network since 2002 that is
Grossly Under Utilized. All Cities can get WIRED 10mbps Connections in
six months partly funded by GOI and all Rural India be Covered by Deep
Penetration 4G Services.

4.]  Over 50% to 92% Canal Water is lost in reaching Farms Crops.
Underground Pipes can save 50% of Water Losses and Double Canal
Irrigation Potential. 40m Hect at $2000/Hectare Shall Improve
Productivity by 50% in Command Area.

200,000 MW Hydro Power $300b Development

5.]  All MULTIPURPOSE HYDRO PROJECTS THAT a. GENERATE POWER b. PREVENT
FLOODS, c. STORE WATER & SUPPLY IN SUMMER BE AWARDED – PROJECTS OF
NATIONAL IMPORTANCE AND EXECUTED RAPIDLY.

    States of DELHI, RAJASTHAN, HARYANA, HIMACHAL PRADESH, UTTARKHAND,
PUNJAB & UTTAR PRADESH TO CONCLUDE TREATY TO DEVELOP MULTIPURPOSE
HYDRO RESOURCES SPEEDILY.

    RENUKA, LAKHWAR & VYASI DAMS EXECUTED IN 3 Yrs on Turn Key Basis.

25 Manufacturing 200 Hectare $100b Clusters

6.]  GOI Shall Promote $100b Manufacturing Clusters, @ $4b Each to
JOINTLY FUNDED by Center, States and Foreign Governments or Partners.

    This Shall Ensure Fixed Cost of the Products is minimized and
manufactured products are competitive in the world.

    Mobile Phones, Computers Hardware, LCD TV, LED Lighting, Home
Appliances, SolarPV, Solar Water Heaters, TV, Set Top Boxes, Energy
Saving, Pumps, Water Treatment, Irrigation, Broadband Hardware,
Technologies, Power Plant Equipments, Pipes, Gears, Fans etc shall all
be made in India and Exported.

INNVOVATIVE RAILWAYS $100b PROJECTS

7.]  By adding one New Track along all Trunk Routes or 25,000
kilometers India can Double Throughput of Indian Railways.  Even at
$1m per kilometer this is just $25b.

    25,000 Double Decker Coaches Light Stainless Speed made can double
Throughput of Railways at nominal increase in Variable Cost. This is
just $25b Program.

    Introduce High Speed METRO EMUs On High Density Routes. For Example
Sirhand to Amritsar is High Density Route Served By Long Distance
Passenger trains. EMUs shall provide FAST SERVICE and Long Distance
Trains Shall Stop at 4 Main Stations. Cost $25b.

    Signal, Electrification, Station Upgrades and Safety System together
shall cost $25b.

    CONNECT CRITICAL LINKS Example – NOIDA – DADRI link can provide NEW
Railway Terminal in NOIDA – bypass Ghaziabad Save One Hour.

$2T IPR – Utility Model Patents – Fast Regular Patents

8.]  Current value of World IPR is around $15 Trillion, USA alone
accounts for $6 Trillion. India should aspire to Contribute $2
Trillion Intellectual Property.

    India requires Utility Model Patents & Fast Grant of Regular Patents.
